How do you handle a swap shift request fairly?
First come, first served within the rules, and recorded. The fairness problem in restaurants is almost never the decision, it is that some requests are answered in a group chat and others by text, so nobody can see the pattern. One place and one rule set fixes most of it.
Can staff trade shifts without asking?
That is a policy choice and either answer works if it is written down. Many restaurants allow trades between staff qualified for the same role with a stated notice period and no approval; the condition that matters is that the trade is recorded, because an unrecorded trade means the schedule no longer says who is working.
